Not necessarily, I would agree on an initial verification it should be 1.67 higher, but from what the op says this is an existing installation and the low r2 is probably due to parallel earth paths so not really a problem
As tel says I think it's three years, but it's well worth keeping them a lot longer as the test results will be useful if your called back for more work or if anything goes wrong, even a few years down the line, they are evidence that you left the job safe.

not sure it matters that much mdj, I make this on cost clear in all my estimates. It's not really an underhand trick, but just normal business practice IMO
Yes it's essential to make a profit on the materials as well as labour. This is normal business practice. I personally use a 15-20% on cost depending on the type of job.
