Hello. I have not long being promoted to contracts supervisor and i have recently had the opportunity to apply for 3-4 year contract on testing all the local council buildings. I have to answer the following 6 questions on the Pre-Qualification Questionnaire. In all honest i don't have a clue how to present my answer or what they are looking for. Does anybody have any advice on how i should answer any of the below and in what form. I think that the first three questions relate to the C1,C2,C3 coding of an Electrical Installation Condition Report. I still don't now how to provide an answer. I've filled out tenders for other councils but i'm struggling with this one. Id appreciate any help what so ever as I've hit a brick wall in all honesty.


Here are the six questions we would like a little help with if possible. Don't know if it is just me but I'm just a bit unsure of what they would require in our response.

13.1 12.1a - Examples of Similar Works

Please provide examples of how your company has reacted to finding typical
faults on sites during the course of carrying out similar works when;

Faults which could be described as presenting either an immediate risk to the
health and safety of either general building users or contractors working on
the sites, or that could risk damage to the building. Please give examples of
the type of faults and action taken.

planned for implementation in the short term (eg less than 1 month). Please
give examples of the type of faults and action taken.

13.5 12.3 - Added Value

Please detail what added value items your company have offered to previous
contracts of a similar nature over and above that as required by BS7671, for
example web based data management and record keeping.

13.6 12.4 - Programming

Please describe an example of how your company has managed a contract involving
a multi year phased programme of electrical testing for a large multi site
organisation. Describe the key issues that you had to manage, and any
significant problems and how they were resolved. Please detail, how you dealt
with programming and access arrangements, communications with site users, how
you ensured consistency of approach of different operatives, and how
information was disseminated and managed.

Sounds to me like someone in that council is using the contractors pre-qualification questions to formulate some form of council policy paper. In other words incapable of formulating a paper himself!!
lol!! Council Engineering departments are notorious for being full of the Engineering dreg's, those that couldn't crack it within the real world working for contractors or consultants etc!!

Okay, joking apart, your company needs to employ a Contracts Manager/Administrator one that is fully conversant with providing Both Pre-qualification and full tender documentation!!
 
This is by no means anywhere near my area of expertise, so this information is only my ideas, but the questions appear fairly straightforward and fairly detailed.

The responses required for the first three questions are merely asking for examples of your responses to identified faults in an installation of varying degrees of severity.
These faults would be not connected in general with the work that you were doing (as these would have been identified in advance) so you are detailing your responses to immediate dangers, short term risks and recommended improvements that are noted during the contract.
Providing information on how you managed these should be straightforward from previous contracts, though your method statements should also cover your planned responses and this may be the easiest way forward, to provide a reference to your MS and details of earlier actions.

Legislative change is also clear cut, there is normally a significant lead in period for such changes and these would be planned for (either by incorporation or at least assessing the nil impact on your work) in the contract. Significant legislative change at short notice would be covered by your contract terms as exclusions. Providing examples of the last amendments made due to legislative change should be obvious. No doubt you also have an overriding legislative team that will be monitoring the situation and reporting to your departments all required modifications.

Added value is providing the best appearance of your work and detailing how you ensure no lack of compliance by ensuring your electrical designs are iron clad.

The final one would be covered by previous contract examples and your quality management system. But only choose faults that were satisfactorily resolved!

Perhaps talking to your contracts manager may assist you, if you are new in post you cannot be expected to know everything all at once.
