They haven't sealed the gap between the gas pipe and the sleeve, or between the sleeve and the wall.
So that's a fail on the current gas regs too!

yes and no (grey area)

you need to seal the hole if the hole is inside the meter box, if the hole is outside the meter box and no unless its medium pressure gas pipework and all pipework requires a protective sleeve anyway

Indeed it would be. But that would mean having 2 things to disconnect instead of one. More margin for error. Of course, any diligent spark would...

Although the gas pipe may no longer require the bonding, it should really be terminated correctly or completely disconnected at the other end...
