If the landlord requires a gas safe certificate then he needs an electrical condition report as well. Then the electrician will pick up the omission of bonding to the gas.

Hi & thanks for the reply, but the question was to do with the Gas engineer refusing a certificate for lack of Earth to gas pipework.
 
Part of his/her remit is to check the bonding, here's a snippet from a recent one. Note that a Gas safety cert is required an EICR is advised only.

The gas safety (installation and use) regulations are law and therefore free for anyone to view online at legislation.gov.uk

As far as I know the only part of that which relates to installed bonding is regulation 18(2)

"(2) Any person who connects any installation pipework to a primary meter shall, in any case where electrical equipotential bonding may be necessary, inform the responsible person that such bonding should be carried out by a competent person. "

There is also a regulation requiring that temporary bonding be fitted when necessary to maintain continuity while work is being carried out.

That relates only to when a pipe is cut or fitting dismantled .

A temporay strap is used across the break regardless of whether the installation is bonded in case there's a fault current in the pipework which coud lead to a spark at the break in the pipe.
