on the left we seem to have a DNO supplied TN-S. on the right some bodge earthing of SWA armour.
 
Would that be one redundant incomer, if so the newer (right side)is a split concentric and TNS - I love the 'cut out caption' questions.

Edit - the CSA are too large for split concentric

what is it ? TN -S or TNC-S ?
look like there is two cable feeding the service head very odd looking

If your ZE / ZDB reading are as expected, I would FI it and definitely get the electrical company out to look at it, UKPN or the appropriate company for the area your in.
