Oh, I see it! They put the pattress box in upside down.
Pattress fixed with only one screw.

It is an intermediate light switch.
2-way circuit using twin&earth.

Perhaps it is an intermediate switch that has been wired as if it were a double pole switch.
only if it has been wired where a 3 core strapper would normally be usedI also vote for misuse of cpc
First choice is that the CPC's have been used as the strappers as it is an intermediate switch.
Second choice is that the black conductors are actually neutrals and this should just be a one way switch.
