I agree, although I don't really approve of guesswork in electrical installation

Or 7/036, with a 1/044 cpc,

Don't think it is, because it says BASEC down the side and they didn't exist until after metric cables came in.

The other possibility is 4mm^2 with a 1.5mm^2 cpc.

Think I'd go for that.....although calling sheathing armour indicates a DIY. Hope it's not a check for re use...wouldn't advise that, really.
