stupidity. gas pipe is extraneous and already well connected to the mass of the earth. why add a rod?
what will the gas monkeys come up with next? plastic earth clamps in case the plastic service pipe is wet?
And if it was a TT installation and that was the means of earthing rod just there, then it’s still wrong, I reckon. The rod should be directly connect to the site MET and the bonding should go there as well. So at least 2 g/y going to MET.
Is it bonding though? the wires go back to the stake not the MET I can see no main earth cable going to the MET from the stake either.
There's a wire looping out of the RH gas box. I expect whoever installed it was combining the wire to the rod from the MET and the bonding wire, instead of running two.

Although the gas pipe may no longer require the bonding, it should really be terminated correctly or completely disconnected at the other end...

Bonding cables don't need to be insulated, other than for a short section at the end to identify them, and as long as they're 4mm2 or greater are...
