Can one 12/3 wire be split into three (or more) 12/2 wires using pigtails?

Yes you can split them but a little confused on your drawing. What are you saying, it sounds like you want to make the red hot in the panel with 1 breaker and the black hot on another breaker. If that’s the case no you can’t do that because you would be sharing a neutral which is a violation of the NEC. If you are talking about wire nuts with # 12 use yellow or red
