During an EICR i have found from the ryefield to each cut out wired in 25mm tails .
one of which is used a CNE conductor which is then split in the cut out housing to form a usual PME supply TNC-S.

i guess this was done by DNO or BNO .

is this safe and acceptable ?

Technically it can be argued as outside the scope of BS7671 as a BNO is deemed 'public supply', it's what's Right of the meter that matters.
