I bought electric scooters for my kids but left them in the back of the garage for over a year - totally forgot about them - anyway I charged them up and they lasted about 5mins.

I assume the batteries need replacing? But they seem to be soldered in. I checked online to revive lead acid batterie by topping up with distilled water.

So my options are

1) Somehow removed the soldered battery and replace with new battery and connectors.

2) Keep battery connected and just top up with distilled water.

Those batteries are sealed and cannot be topped up. In any case, topping up with water is something one does to maintain a non-sealed battery in normal use, it does not revive a dead battery that has become sulphated due to being left discharged.

Cut the leads off next to the battery tags. Get replacements, check whether they have 4.8 or 6.3mm terminals. Get suitable crimp receptacles and crimp onto cables. The existing battery is soldered because it makes a more reliable connection cheaply, but crimp terminals properly applied should be OK.
