Does anyone know where the LCD backlight circuit is?

Can't read the device numbers on that pic, but in any case the circuit may be little more than a transistor and a few resistors, controlled by PWM from an output on the MCU.
 
Back light setting is often a user preference , so often adjustable..
(Some where in the software -- Also possible to destroy when
modifying software- backup RAM/Flash )
..Sadly I know nothing of this device..
Some processors may send a Blip to backlight as Booting up
( more noticeable with old EL 50V transformers ..ouch)
Plenty of LED backlights have a series circuit .. so chech for a voltage across ..if no current is flowing !
