It's a G9 capsule lamp.
you can get them in LED version as well.
I believe halogen versions are being phased out, apart from specialist ones (eg high temp for ovens!)
PS not recommending the above, which don't seem to last long

These G9 halogen capsule light bulbs have a 30W power consumption, which is equivalent to a 40W bulb and give off a warm white light.

Could be damage to the N core touching the fabric of the building but the CPC of that cable is insulated from both.
I.E. a screw clipping the edge...
