A 230v solenoid would have some evidence of a cover, or flex grip.
If it’s 12 or 24, then it’s safe, but doesn’t look very robust. The cable could easily get tugged off.

The other t&e cable, at first I thought it was a taped up choc bloc connector, but zooming in, it’s one of those sticky backed pads for getting a cable tie fixing.
Possibly the cable is part of the heating wiring, or a feed for immersion heater?

Just a bit untidy hanging like that.
 
even if it is 12v then it should be properly supported and terminals should not be accessible.
it may well be a lower risk but it is still a risk.
remember, just because it is 12v doesn't mean you can do what you like, the shock risk is reduced but the current is higher and a poor connection is still a risk of fire.

I have seen worse and would not be loosing sleep over it but it could do with improvement.
