The company I work for hired some guys to install a new panel for new equipment. So they pulled 400amps 3phase from our engine room. They ran it to a 400amp panel, then fed a transformer with a 100amp breaker to feed a 200amp 208v panel.
Now we have 130v to our 120v receptacles and the 480v machines are either real slow or extremely fast. Plus they will shock you if you touch them. Any ideas? I'm guessing no neutral.

a serious problem there.

You need to get the guys back to fix it, or someone else. It’s not something you can tackle yourself.
Turn it off if it’s giving shocks.
It sounds to me like the transformer needs attention. The transformer should have a lug marked XO which would create your neutral if bonded to the plant steel. If your voltage is high then you have the option to change the taps in the transformer to drop the voltage. The switch gear looks like it’s a delta service with no neutral so that’s why a transformer was set. Shut off the power and take the cover off the transformer and inspect the bonding of XO to the case of the transformer and then to the plant steel. If it is correct then you shouldn’t have voltage leaking to ground. 130 volts is really high for a delta primary to Y secondary which should be 208/120 voltage. Make them come back and fix their problem before someone gets killed.
