I can see several issues can't you?
Is it potentially dangerous or above?
Just looks untidy. C3 for lack of effort.... no sleeving on sw/live.... excess copper showing.... sheath removed outside enclosure.....

Code 2 the armour is the cpc and that is very corroded.
It’s difficult to advise on an electrical issue when some isn’t very conversant with electrical terminology.
i notice you mention "fire rated" instead of "metallic"
Are we talking about a metal consumer unit?

Yes, it would give some measure of user protection but probably not in the case of a fire.
