You can always compare Ze and the line - neutral loop impedance in cases of doubt, but I’d agree that case looks like a messy split-con hack and TNS.

I'm assuming the cable will have to be cleated well to hold it in place anyway, as a stuffing gland ain't going to hold it tight like a SWA gland...
