You are probably right, as it was from the supplier's side on an old block of flat's, it was defiantly earth tho.Looks like someone might have used a black core as and earth

First time I've come across it, it was on the supply side DNO just disappeared up metal conduit pipe in a block of old flats 1960's ish don't know where it went, it also had a braded earth on the metal pipe like a TNS system. it was defiantly earthed through the distributors facilities.It's fairly common on very old installations that haven't been updated, loads of black cables connected to earth rods near where I am located.
