I think it's just a communications hub for the smart metering... so it does the wide area network communications and the meters just talk to it.
Thank you. I wonder if it has an internal fuse.
I never got as far as looking at the gas meter which would have probably provided the remaining clue, as opening the loft hatch created a waterfall so priorities shifted somewhat! Poor customer originally wanted a new CU and some new sockets. As Sockets have IR of 1.2M, Lighting 0M and house is unoccupied with bare floors and no kitchen it's an obvious rewire opportunity.
 
As @SparkyChick says, The WNC UBC TN6 is the communications hub that connects the two meters to the countrywide comms network that then connects to the supplier. Secondly, it also connects to the IHD.
What a crazy way of "saving energy"
