It is a bit extreme that warning.
maybe it should be a bit more of a recommendation than its current somewhat threatening language.

poor translation from german to english maybe?
or have they missed out the bit after Arc flash that reads Turn off power before removing cover?
 
Im not sure it may not be an official schneider label ,with the other problems i found here like a cpc used as a switch live. Probably not the best installler

At least here some facilities have also fake signaling indications..... It does not matter if you are a rookie or a high experienced electrician, always rely on your instinct and knowledge first and afterwards to the signals and labels.
