I signed up this job today and it has been surveyed by two other companies who either didn't spot it or if they did, made no mention of it. There are two cu's, the gas is bonded.

relying on the gas and water bonding for it's earthing then.

there's loads of systems around like that up here, it was common practice around here for decades - our house was done like this until recently. Problem comes when the water board come along and replace the mains pipes with plastic, as had happened at a house we were working on recently, which then meant the place ended up with a terrible earth reading from the remaining few inches of metal pipework in the ground.

We generally ring the DNO and make the appointment for them to install a suppliers earth while we're there, and leave it at that if the earth reading is ok with the pipes included (obv making a note on the test cert etc), then retest once the suppliers earth is completed. If the earth is too bad we'll bang a temp TT spike in. Not sure if this is entirely by the book, but the DNO are happy with this sort of arrangement.
