May I first apologise for this post,you must get a few of them.

I will let the photo speak for its self.
this is a council refurb of a kitchen and that is 30amp. for the cooker.
Wall construction is 8mm mdf.
thats all the waffle for now..

the length of screws and the cable are touching, this is in a kitchen on a stud wall.
the mdf is not fire or moister proof and at 8mm is a touch thin.
zoom in and you will see the cable has been hit with the screw.

looks like it is just missing but if you say it is touching then get your hand in there and move the cable so it isn't. Regarding the board, you will have to confirm that void space requires a fireproof board and 8mm2 isn't acceptable, I can't confirm that being an Electrician, sorry.
 
Phil council work is notorious for being a bit rough, my advise to you is to contact them ask to speak to a supervisor and tell him or her of your concerns.
