Straight question: should circuits be powered up when main bonds to water and gas aren't in place?

Don't want any belittling comments. Its a straight question. Yes or No

If it is a PME system the bonding of services must be completed before its energised for TT and SNE
there is no legal requirement, but good workmanship dictates.
