It is either a control thermostat or an overheat thermostat. There probably won't be any markings indicating its operating temperature to obtain a replacement, which probably isn't available to buy anyway.
Buy a new heater.
Perhaps I'm being negative, but if he couldn't correct the new problems he caused while he was there it is unlikely he will be able to fix them at all.

If you look closely the wire appears to go into the terminal of fuse1. The neutral coming from the meters neutral terminal, looping into the meters aux switch then down to the box. Perhaps the switch was to disable the contactor in the box during the summer? I assume there should be cables...
