    Reading what you stated is you heard a bussing sound coming from a receptacle which makes me think that you have a bad connection possibly or something else in that particular receptacle. Your lights and some receptacles are more than likely on the same circuit.

    You actually have 2 choices with 1 being change the receptacle to 30 amp or change the breaker to 20 amps. Always make sure the power is off. What size wire is being used ?

    It would be helpful if you took a picture of the back of the breaker so we could tell how it snaps in. Normally a GE breaker type THQL will work in a Murray panel.

    The first thing that you can do is replace the GFCI and if that doesn’t work then you may have problems in your dryer. Please never unhook the ground wire and try applying power to your dryer.
