Housing associations are not well known for paying premium, or even average, rates. And as such they don't attract top end, or even average, sparks generally.

What size of holes will you be drilling?
And an SDS hammer drill would be a must, most likely SDS Plus if the holes you are drilling aren't anything too big

If just for red plugs I use cheap tile bits, and allow 1 per hole (usually get more but some porcelain tiles are worse to drill than others). As others have said go slow and keep the hammer off, cooling the bit in water can help a little...

Worth noting that even if you post a very good standard of work on this forum its going to get some criticism.

The lack of grommits or glands on entry to board for tails, and the obscene amount of copper on show on connection to main switch would back up that thought a lot
When replacing them they where just pretty dim if I recall, had several others for other jobs that under wholesaler instruction I sent back as faulty, even though brand new and still in the box. Also took down working floods and replaced them when on same jobs.

A 2kg sds rotary hammer drill with roto stop (chisel only) function would be best...a demolition drill would be more suited to taking walls down or removing entire floors rather than just chipping tiles off. Invest in some good PPE like goggles and gloves as tile chippings can be like glass
