    I really don't know why these switch panels are fitted, usually in new builds. They are so unnecessary and not required by any regs. I would be looking at getting rid of it myself.

    You don't need an RCD or RCBOs in the garage board if it is already protected by an RCD in the house. Something else you were incorrectly told. There would be no discrimination. With a leakage fault either or both would trip.

    There are only 3 240v supplies. How they are divided over 4 flats is anyones guess. One of the supples must feed 2 flats.

    Because you can't. IF the phase is 230v (unlikely) the line will be 400v. As the line is stated to be 415v the phase must be 240v.

    It is not unusal for toasters to trip RCDs. A bit of curly toast touches the element and it trips. On loss of power the toast pops up removing the problem and further testing shows it to not be faulty.

    In many countries in Europe light fittings plug in to a ceiling socket (called a GTL in France, something else in Sweden). See your second picture. Your new light fitting should have come with the appropriate plug.

    Electronic equipment can be damaged with a lot less than 30 milliamps, so yes it 'could' be damaged. Even so I doubt everything is and he's trying it on.

    FCUs are not used or required on lighting circuits. Use a DP switch.

    When having a large job done such as a kitchen it is a good idea to sit with the designers explaining what you want. Positions of sockets is pretty important, not just for a dishwasher but for all the other small appliances as well.
