It is a waste of time and money to replace something that turns out to not be faulty. Why don't you do some tests with a multimeter to establish where the fault is?
It is usual for the buyer to commission surveys etc not the seller. As a buyer I would not trust a sellers certificate, who knows he may have a mate providing certificates.
It's a quartz halogen bulb. That shape was common 20 years ago and they came in both clear and white class in various standard wattages, 60, 100, 150w. They claimed to be 25% more efficient than standard lamps. So probable equivalent to 180w incandescent.
Look for LED equivalent of 180w. But...
No that would be a waste of copper and waste of money. Even 6mm is over the top. It is a 32 amp circuit and all that is required is 4mm cable. The purpose of the MCB is to protect the cable not the appliance on the end of it.
Ah yes, the idiots who remove plugs so the customer has to call an electrician before he can replace the appliance. Also of course possibly invalidate the manufacturers warranty, though not your legal rights of course.
Chances are both fuses would go with a fault.
I could answer that with we have 3 phase so higher current devices use 415v, but of course it is not done domestically in the UK though it is in mainland Europe.
