He maybe did notify the dno but because of the daft setup with suppliers chopping and changing things get overlooked..
Also meter readers should be observing and reporting substandard kit..

Remember you are paying them for their services...
Don’t be nervous, turn the tables on the asessor and use it as an opportunity to assess them..
Ask him questions and see what his knowledge is like, ask him about new sections of the regs like SPDs,etc..
Talk about their notification set up, how...
In this situation I would do the testing side of the EIC and sign it as such..
The designer and installer would sign his section..
Submit certificate to building control
I take photos of my 1st fix so possibly the guy has done the same..
If not floor boards will need to be lifted for inspection.
This may well satisfy building control for the installation methods.
Design is easy enough to verify along with testing too.
Can’t do an EICR on a brand new installation...
I’ve just priced up a commercial job which had already been specified, bill of quants, etc.. Was a doddle, all the different aspects of the job were listed; item 1,2,3 etc with a column at the end for my costs..

So if using an EL clamp to calculate IR you would be calculating the impedance as the insulation has a capacitive reactance..
We use dc voltage to measure just the resistance and the capacitive component is ignored.
