As long as the startup time for the regulator is longer than any capacitor on the output that might be a good idea , or a large power resistor roughly equivalent to the resistance of the load.
I believe it’s an insulation resistance meter so it’s max voltage may well be 1000 volts , this however is most likely limited to 1 milliamp , if there is any chance you will be using this in a work environment you should use GS 38 test leads
I have traced unknown circuits that have ended in a cut cable with C1 code due to live parts , if you don’t know what the circuit does you cant say it’s safe
I have been known to disconnect untraceable circuits to complete a satisfactory EICR , it maybe an idea to leave these circuits switched off for a week or so and see if it causes any problems .
I would imagine that they are all 12 volt if it’s for a car , you just need to get the + and - the correct way round and splice it in parallel with the existing lamp connections
