I really don't understand much past that with data but I've just put cat6 round my house so I'm not upgrading it ever again.
Generally 8W tubes I thought. Are they maintained/always on ?
Any electricity use when your mother goes in to clean such as using other lighting and vacuum cleaners ?
Your consumer unit seems to have been upgraded in 2016. Each circuit breaker incorporates RCD protection. You can test the devices by pressing the black test button at the top of each one. the lever should trip down. To reset, push the lever back up.
I always use a gland but I'm sure Wiska do some boxes that have membranes that self seal to at least ip44. Not sure if it's the commonly available ones though. You'd have to check their blurbs.

I think that's all you need, apart from the H&S exam of course, which will be problematic or not available right now.
Easiest way to do it is make a MyECS account on their website and email them scanned copies of your certs.
You can do this with Hager switches too, but irritatingly not a 3g single plate switch.
Just had to rewire a circuit at home to make the intermediate somewhere else to suit this. Which was annoying but my own bad planning to blame.
