Skip is what you need for a VOELCB. Obsolete many decades ago and, mostly wont work any more.

In my experience, an artist's impression of wiring can leave out some essential details. It can often be what is believed to be in place but not really.
Best bet is to post a photo of the actual wiring to the junction box.

Really closeness of pipes and cables not a concern. Have you looked under your floorboards recently.
You’ll find pipes, junctions etc in close proximity to non waterproof junction boxes with all sorts of electrics in them.
