Not overly knowledgeable on the American Wire Gauge sizes, but in the uk, that looks very close to a 4 core 1mm sq cable.

Outside of the original manufacturer, you would only be able to fault and repair basic issues with caps, connectors, resistors etc. And without schematics and part sheets, you would be best guessing what's wrong. To be honest, if that's their practice, I would probably not want their equipment...
Some PSUs will cut off the output if it picks up a short or something it doesn't like. I have a couple of plug in transformers that shutdown and won't do anything until they have been unplugged and then energised again. Could also be as mentioned, faulty plug socket or garage opener itself.

If it's buried ducting, have you thought about digging up a section of the buried cable close by, cutting it and pulling in a few extra meters inside with the torpedo outside?
The list of tests are in your OSG in the correct order. But David is correct, your tutors should have drilled the tests into you on day 1, week 1. Where are you studying?
