    I'd be tempted to try IR testing at the maximum voltage that your meter will produce. Make very sure that you've disconnected all loads on the circuit. You might just be able to provoke the fault.

    Worth checking that the start winding has continuity. If not, it's probably not economically repairable. Otherwise likely to be a dead capacitor.

    These terminals typically have a plastic shroud with one access hole per terminal for the conductor. They're not very good. You just have to do them up as tight as you dare without stripping the thread.

    Why would you even consider testing less than 100% of the circuits on domestic premises? It's not like there's likely to be any planned maintenance or regular recorded inspections.

    Think I've put this up before. Little Giant ladder. I've used it a few times in various ways on stairwells. I got the customer to take the weight while I attached it to the ceiling.

    If you're measuring 24V DC across the terminals of a 24V DC motor and it's not rotating then, unless the motor has some sort of control system built in, either your meter's knackered or the motor's knackered. How about doing us a sketch of the circuit around the motor and light?

    If you're not measuring voltage across the motor terminals, you need to tell us exactly which two points you were measuring this 24V between.
