You need to bear in mind what else is on that RCCB, and which could prevent it from operating correctly. It's not just the load you're adding which is relevant - DC from other parts of the installation could render the RCD protection ineffective for your addition/alteration.
They're not infallible. If this was since the Corrigendum then I would suggest that whoever started it is simply incorrect, regardless of which body he represented. Also Type 1 SPDs are only really relevant where there is an LPS, and would still need to cascade down to Type 2 etc.

I get what you're saying, although I charged 15 downlights a couple of years back at €80 + VAT per fitting and the customer went ahead with it. I know on paper it makes it look expensive, but to be fair it takes a lot of work to do it.
If charging by points then each downlight/switch is a point. If people don't want to pay for 40 lighting points per room then maybe downlights aren't the answer!

There is no requirement to test with an adaptor, but it does let you verify that the safety measures are all functioning correctly and also to confirm that the chargepoint functions when changing state on the dials.
