    The sockets would be fixed to a small post, I’d bury the post to a reasonable depth and concrete them in. One of them would probably be inside a waterproof housing where I’d have the transformers for the lights and a WiFi access point, maybe some other bits too.

    Not sure you will be able to fit recare, you will need a central station that it calls back to, unless you do have one? The auto dialer is easy as long as, again, your not calling a central station. In fact, that's probably a better starting point, who do you want the system to call/text?
