I think the wires may be crossed a wee bit regards the part p aspect. The method we are expecting to follow is notify buildings control and let them complete first fix and final inspection/ testing (£252 for Birmingham city council to provide this service)

I much prefer to only have one 3 core cable down to the actual fitting, makes connecting up awful homebase/Ikea etc fittings much easier.
My normal method is where it can be left accessible, fit a junction box local to the light point, run all loop/switch cables to that and bring out 1 cable...
My initial thought was to heat shrink and leave disconnected at the light point and do the same at the switch, it could then be connected in if/when needed.
Making off to earth would be a much tidier job though. Always happy to change my method of someone finds a better way.

Yes, that is what I am thinking, run the cables for loop at the light point as usual but then use 3 core + e for the switch drop. It's the only way I can think of providing a neutral at the switch and the permanent live supply at the light point.

I feel it would be the origin of the installation, the supply to the board comes from an ancient mini form board which our landlord doesn't allow us near! Would the distribution board now be classed as the origin of the installation?
