    It all depends whether the wiring is enclosed in earthed metallic conduit, MICC, SWA or equivalent, or otherwise mechanically protected, and not supplying equipment or accessories in a room containing a bath or a shower. Only the designer (you?) can decide.

    Have a look at 612.3.1 The test should be conducted with the means of earthing connected, be it the supplier's earth, or a local electrode. Otherwise you could have a fault to true earth e.g. a bit of a steel framed building, and it wouldn't show up in the test.

    Check the IR of the socket outlet, disconnected from the wiring, particularly where the cables are oxidised - damp is the likely culprit.

    You should disconnect the line from the MCB and/or link it to the earth bar - that's the way GN3 shows it, and it's much safer if for some reason you are unable to isolate the whole board. EDIT: Although obviously that doesn't remove any parallel paths.

    I check my clamp meter for accuracy by clamping one of my calibrated MFT leads. Run the ½xDelta n RCD test (as it should last for 2 seconds) @ 10mA, 30mA (and 100mA if you're on a non-RCD circuit) and make sure you get the appropriate reading. If not, get your meter checked out...
