    If 8 AWG NM cable, a 40A breaker is max, Home Depot & Lowes do carry the UBI UL classified breakers for FPE, be aware those ChiCom breakers are not cheap. Because of the issues with FPE Stablok panels and being obsolete I recommend replacement.

    That panel was installed using the 6-disconnect rule, no more then 6 throws of the hand to disconnect power, and no main was required, just plain cheap but residential is as cheap as they can get away with, you cannot add any more breakers and be compliant with code, my advice is get the panel...

    You cannot use URD in the interior of a building, the insulation is not fire retardant, 2-2-2-4 AL Mobile Home Feeder can be used though.

    Anything is a improvement over a FPE panel with the possible exception of a Eaton BR panel, which I call Zinsco II, Zinsco, and FPE, Federal Pacific Electric are the 2 most reviled names in electrical equipment due to the problems with some of the products those 2 companies made.

    Sometimes free is just too expensive, for such a short run just use the proper sized conductors, it will be a better and cleaner install.
