    Just putting a blank on it will suffice. Back in the day (10 years ago or so) the US electrical codebook (NEC) started requiring a neutral to be brought to switchboxes. Until then, we usually didn't.

    I think the duct bank will be good for 100 years or better. But your welcome to take that up with an architect. Normally I see a footer or concrete wall for a building; whether pre cast or otherwise, it's filled back in with dirt around it.
