Look at the definition of switchgear in section 2 of 7671. It includes the words 'main and auxiliary switching equipment'. A single isolator (or for that matter a single upfront rcd) does not meet that definition and so can continue to...
You can either have a separate meter or a single one with the generation split pro rata. It is the clients choice. It is all in the legislation and guidance which is worth understanding if you need to argue with eon.
