From reading the post I interpreted it that the original wiring was 1960's odd, PVC two core only and at a later date an additional single core CPC has been run in to earth the ceiling lights, the OP says G&Y, if it was existing it would of been bare wire with no insulation

Yes I would agree with that, and also the amount of times they will reconnect existing undersized, single insulated or vir tails to a smart meter, then seal it, preventing me from legally replacing them is truly frustrating when upgrading a consumer unit
Well the DNO have been in to up grade the fuse to 100A and never mentioned anything about it, I did think they may change the entire head whilst doing the upgrade but never 🙄
