0.001 insulation reistance reading

Moved a socket for a customer today. And on doing the insulation reistance across phase and neutral I got 0.001 ohms. Which did not come as a suprise as the consumer unit was in a right old state.
Had friend of a friend start a rewire and left it not even half done.
So have now quote for a new consumer unit and a rewire.

Now I know there could be a number of things giving me the reading but I am thinking it could be something shorting out as everything on the consumer unit was wired on the non rcd side.

with a reading like that I'd be looking for something plugged in.

went round and a checked unplugged everything I could see. But its very likely something could have been plugged in. Found a reel of cable one end not connected but the other wired back to a 16a breaker.
This was quickly disconnected.

Line-Neutral faults are rare on a domestic as there is normally a cpc between them which will kop it before L and N come together...99% a load still on somewhere.
