Do these light fittings have a different starter to 230v fluoe's?? If they do, does anyone no any information on them?

Cheers. Just that i noticed on the strater that was taken out, it said on it, series - 220-240v, something else - 110v (something like that anyway!) and the spare starters i had only stated 220-240v. When i put these spares in, the fluorescent tube still wasnt coming on! Also the other tube wasnt coming on (only one of the starters were faulty and it was a twin fitting) so im also wondering if both starters have to be in for either or both lamps to work??
