Carried out a job recently where i was installing a bathroom 12v manrose extractor fan how ever when the power was reinstated it failed to funtion i then replaced the transformer after relising there was no output voltage however even afterwards there was still no function. I may have made an error when trying to rush and only stepped down the switch wire & neutral from 230v to 12v without steppingdown the permanent feed for the fan timer, is it possible that the electronic PCB in the fan its self has been damaged by the 230v supply? Any help on the matter would be appreciated

If you have supplied 230V to a 12V circuit then it is very likely you have burnt out the circuit and would need to replace the fan (ensuring the correct supply voltage). If you are lucky there may be an internal fuse on the fan circuit board that you could replace.
