I was wondering if someone could help me to find the 16th Eddition of IEE in electronic form.

You may have to purchase it from the IEE (IET). I presume it's BS7671:2001 amended to 2004 that you're looking for?

Try The Institution of Engineering and Technology - The IET and see whether it is available or not.
 
I have just checked the IEE's website and it would appear that they have withdrawn the CD form of BS7671:2001 amended to 2004 (presumably because it has been superceded by BS7671:2008). They do not currently have a CD-ROM version of the 17th Edition available.

So unless someone is selling a copy of the 16th Edition CD-ROM second-hand then I'm not sure that you'll have any luck getting hold of it.
 
Why would he need a copy of the 16th as the 17th has been in use now for nearly 18 months?

I've absolutely no idea, but it was the 16th Edition that he asked for. Of course installations designed before the final cut-off date for the 17th Edition can legitimately be installed to the 16th Edition.

Or perhaps he wants to compare the changes. You'd better ask him.
