Can anyone tell me is it a requirement of the 17th edition to have domestic water heaters on a 30mA RCD, if so can you tell me where it states it in the regs

Most of section 554.1 applies, but particularly 554.1.4

554.1.4 Where an electrode water heater or electrode boiler is directly connected to a supply at voltage exceeding low voltage, the installation shall include an RCD arranged to disconnect the supply from electrodes on the occurrence of a sustained earth leakage in excess of 10% of the rated current of the electrode water heater or electrode boiler under normal conditions of operation, except that if in any instance a higher value is essential to ensure stability of operation of the elctrode water heater or electrode boiler, the value may be increased to a maximum of 15%. A time delay may be incorporated in the device to prevent unnecessary operation in the event of imbalance of short duration.

This reg is about electrode water heaters, not domestic water heaters such as immersions.
Also 554.1.4 refers to 'voltage exceeding low voltage' not 230 v domestic voltages.

As far as I'm aware there is no requirement for rcd protection for water heaters, although you are obviously governed by the regs regarding cable buried in walls etc.

if the tank has a 3 pin plug on it ,goes down as a code 4 in the test sheet tho. got to be d/p switch now
