We are second fixing flats and all boards are connected up but above the boards there is a 25amp contactor in its own enclosure wat is this for?

Switching on a heavy load remotely maybe? If the heaters are controlled by a central thermostat?
Can you follow the control wiring? Have all the flats that contactor fitted?
Could also be underfloor heating.
