please forgive my ignorance, but when testing for your R1R2 when switches are set in the off position the meter should be showing open circuit? Done a couple today and meter giving high ohm reading rather than open circuit.

Am i missing something here ?

Sounds like you have a L - cpc connection in-between your meter and the first switch. Check L - N, cpc - N. If no joy do a long lead test on each conductor.
 
From the first switch I have a twin brown, live to the switch and switched live to the lights, where are made into to a JB, where the loop in/out have been made too.

Had to get out of there earlier as the place was baking hot and couldn't get the grey matter into gear. Getting back in again so will have another look at it.

Hi, did you get this sorted? line and cpc joined at cu, test at fittings or switch for highest reading. Operation of switches should prove polarity. Did you check insulation resistance readings?
