question on my college paper anyone know the answer to this: where a cable inclosure is made from non propagating material what the largest cross sectional area of a hole that need not be sealed?

I think some of those questions on paper H this year caught a few out like this one

What fault is there if the reading measures >999
I was thinking is that an infinity reading or low insulation resistance,but I think the answer was there is no fault.The buggers meant it to be a high insulation reading
